I really think this depends on so many factors.
Having just had an appointment for a specialist (not the first time in the years we have been here) I can report my specialist was 3 minutes late! Attended me in English, not that I could not be attended in Spanish, and he was the same specialist from 4 years ago and remembered me.
I have had several occasions where I have tested the system including A&E and can only praise them. Having said that recently I tested the ambulance service in the UK and found them to be just as efficient as were the intensive care unit and general ward.
So it might be i have been lucky but as I say its very much dependant on many factors.
Having said that, ther service should be the same for all people all the time regardless of condition.
