It used to be called diplomacy. Governments did not interfere with how other countries conducted themselves unless it was to the detriment to themselves or their allies. It was all in the aid of peace and trade; well, trade mostly!

As to the West supplying technology to the Soviets, I don't know where that theory comes from? What evidence is there? The Soviets copied western technology when they could, but they were 'miles' behind until the wall came down.
